The election is over and its time to do the job. I
have been learning as fast as I can and coming to the realization that
there is, and always will be, a lot of work to be done.
It’s been exciting and a lot busier than I
imagined, but I really like it so far. I have heard from several
sources that the very best schools have a lot of involvement from the
community and parents. My job is to present issues and options to you
and get your ideas before I cast my vote. By encouraging you to get
involved and to be heard I believe we will get the most input on a
problem and be able to come up with the best solution.
This web-site is about school issues and getting
the right policies in place to best serve all the children of Clay
County.
Sincerely,

Clay County School Board District 4 |
- Policy Making
– develop and adopt
policies that spell out how the school district will operate.
- Planning, goal setting and appraisal
–
establish a shared community vision for its district, translate that
vision into long and short-range goals and then set up the structure
to accomplish that vision.
- Financial – approve and adopt the
annual budget that will provide the financial basis for buildings,
furnishings, staff, materials, and equipment needed to carry out
educational programs.
- Instruction – set clear standards and
adopt policies based on state law.
- School facilities – determine school
housing needs; communicate those needs to the community; purchasing,
disposing of, or leasing school sites; and approve building plans
that will support and enhance educational programs.
- Students – the board sets policy that
guides the actions of the administration and other school staff.
- Advocacy – make the community aware of
its responsibility to our next generation and support programs that
help meet the needs of all children.
- Adjudication and investigation
- hear
appeals from school staff members or students on issues which
involve board policy implementation.
- Communications with various constituencies
– maintain two-way communications with the school staff, students,
and members of the community – that’s you! And the reason for this
web site.

Here in Clay County you the voters, directly elect
the Superintendent. The Superintendent is responsible for the
administration and management of the schools and for the supervision of
instruction. The district superintendent is the secretary and executive
officer of the district school board. These responsibilities include
most personnel issues, i.e. selection, hiring, discipline, and the
direction of school staff. We define the goal, provide the resources,
and measure how we are doing. The Superintendent does the rest.
One board member speaking by themselves is just a
regular citizen, only when the board meets as a group is the board
empowered to set policy, and then three of the five members must be in
agreement to get something to happen.
In most cases, the only time board members can
legally discuss pending issues with each other, is at an advertised
meeting open to the public. Imagine a “first time” discussion with your
spouse to figure out why the credit card bill is so high this month or
how to resolve an issue with the family next door with the entire
neighborhood watching … on TV…
